Right.

The supervisor stays up so you can do a REIPL.

But you might be able to put a disable wait in....

I seem to recall, that at one shop, I modified a startup proc....perhaps $1JCL, so when Power came to an end, a SIR command was done.  If someone can remember how that was done, or if it can be done nowadays, you could put a "CP EXT something" to cause a disabled wait...right?

But waiting too long isn't desirable either.. and VSE doesn't have a 'shutdown/terminate/etc.' command that loads a disabled wait PSW so that VM knows he is shutdown and can continue the logoff..

Then I stand partially corrected.  I was more concerned about the SIGNAL 
SHUTDOWN support.

The implementation is, IMHO, correct.  Issue a message only.  I wouldn't 
want it shutting down the system without my own tools or procedures in 
place.

The downside is that, at least with SIGNAL SHUTDOWN there is a timer 
involved.  If the system isn't shutdown before the timer pops, z/VM will 
force the virtual machine.  The cure, of course, is to make the timer 
artificially high to allow for extremely long shutdown times.
