I keep forgetting that the z/VSE product doesn't have all the SIT  
parameters.  My mistake.  However, I see that Dave sent you a solution  and others have 
mentioned turning the recorder off.

Check to see if you have the default interval set to 3 hours (SIT  parameter 
STATINT or CEMT I STAT).  If so, then the STAT transaction is  only reflecting 
the statistics of the last interval.
