Artbcom is a program that takes the command and issues it on the console , It was on the XEPHON list many many years ago.

I know what to do to get (for a starter) a sample of DEVSERV- but since
I am far away from my machine- can you provide a little detail as to
what DEVSERV provides?
This would help to identify the commands in VSE that provide the
information you need.
Even referencing VM would help.
