I thought the same thing but when I tried it the way Mark is doing it it
does work, I personally wouldn't do that but it will work.

As Dick pointed out earlier, you need to change
VSEVTOC(0,01,15)
to
VSEVTOC(0,01,14)
VTOC has to END on a cylinder boundary and starting at track 1 for 15
tracks bumps you into the next cylinder.
