great- while I was driving home, you got the answers- one more little 
piece in the puzzle:

IBMs flavour is DTRIATTN- and it needs its input (COMMAND for CONSOLE 
via SVC30) via PARM.

Any flavour (VENDOR or homegrown) program to issue command to be 
interpretted by VSE-s CONSOLE-input-handlers will do.
