Check the z/VSE Install Manual. There is a process where you can 'migrate' your existing ICCF environment, including security records, as part of a new install. I don't see why this basic process wouldn't work for what you're trying to do.
I know it uses a backup of the ICCF Library a copy of IESCNTL. And probably now, BSTCNTL, too.

The system has two separate images. Two VSE's, Two ICCF's, Two
DTSFILES, etc.... I have had experience with a mismatch between ICCF
and the IESCNTL file. I have had users on ICCF which were not on the
IUI and users on the IUI whose profile was different than what existed
on ICCF. Most of this was due to previous user error when the system
was initialized. What my co-worker is asking for is a method of
defining a user on one ICCF. Backing up the DTSFILE. Now restoring
to the 2nd ICCF without actually restoring any members so that the
ICCF's are in sync. A separate Backup/Restore of the IESCNTL ("and
maybe BSTCNTL") would also have to be performed.
I have re-checked the ICCF manuals and would like to see if there is a
NODATA parameter on the RESTORE command which would restore the
DTSFILE USER, Library, and Security records without actually restoring
any ICCF members. So far this is a 'nojoy' situation.
