Subject: protection key 14 and 15 in VSE

Does anyone (aside of me) wonder why there is a legal way to aquire storage with key 14 or 15, but no legal way to switch you own PSW key to F0 or E0? Story behind this: Central common information is kept at some places in SYSGETVIS above- the only way to have a common key that all can access is key 0 which does have some danger. With a way to access storage in a key E0 or F0 it can be much much more secure.
