Chris,
PEP0004 showed status of PCTD1.
Tried the INACT and it was successful however when trying the load the
NCP it failed:
F3 0003 IST460I ACTIVATE FOR U/RNAME ENTRY ID = 0030-L FAILED: NODE
CANNOT BE
DEFINED
F3 0003 IST465I VARY ACT FOR ID = PEP0004 FAILED - NO LINK STATION
AVAILABLE
F3 0003 IST105I PEP0004 NODE NOW INACTIVE
Looks like an IPL will be needed to tonight.

How about simply "already active"?[1]
What does DISPLAY NET,ID=PEP0004 show?
As the PEP appears to be unusable, you might like to issue a VARY
NET,INACT,ID=PEP0004 command first - but let us see the output of the
DISPLAY command first so we know what VTAM thinks is the situation with
PEP0004 - before a simple VARY NET,ACT,ID-PEP0004 command. If the NCP
needs loading it is going to tell VTAM that it needs loading "in no
uncertain terms". Actually, depending on PCCU operand values it might
involve asking the operator if he or she approves of the loading. I'm
afraid I don't have the details at my fingertips - it's a long time! -
but if you have further problems - not "issues" for goodness sake - from
where did this linguistic aberration ever arise? - please post again.

Applies only to the first activation of an NCP. (That is, LOAD does not
apply if the NCP is already active or is in the process of being
activated.)

The error explanation indicates when dealing with NCP, you may
be trying to change options for
a major node that is already activated with different
parameters. In that case you need to
deactivate and reactivate the major node. More details are
available with the IST066I message.
