Success! IESI was in fact in TCICSTRN, I just didn't look far enough down
the list. I added new user to GROUP61 which controls that tranid an I was
able to log new user into ICCF.

I performed a Security Rebuild (panel 283) and received: SECURITY
INFORMATION WAS SUCCESSFULLY REBUILT.
After all that, I connected to CICS/ICCF and tried to logon the new user
and still receive:
USER-ID........ $BHE The name by
which the system knows you.
PASSWORD....... Your
personal access code.
PF1=HELP 2=TUTORIAL
4=REMOTE APPLICATIONS
10=NEW PASSWORD
YOU ARE NOT AUTHORIZED TO USE THIS APPLICATION.
(Apparently the user id was recognized because I had to reset the initial
password the first time I logged on.)
FYI, I can logon PROG which was used as a model for the new user and can
successfully get into the ICCF panel.
I tried to delete the new user earlier to start over and it produced a
batch job ICCFDUSR which asked to "disconnect the DTSFILE or cancel" I just
continued the job and it failed with:
. DEL USER($BHE)
K227I PREVIOUS DTSUTIL COMMAND CANNOT EXEC IN CURRENT MODE
(Why should I be able to add a new user without disconnecting DTSFILE but
deleting it requires disconnect?)
I also see a RACF-like message on the console:

BST120I IESI CL(TCICSTRN)
BST120I INSUFFICIENT ACCESS AUTHORITY 11/10/09

I don't see any IESI transaction in CLASS(TCICSTRN).
Think I should delete the user (by disconnecting DTSFILE) and start over?

from the IUI, 2 resource definition, 8 security maint, 2 BSM Group maint,
go the group that controls ICCF transaction and enter a 6 (user list) under
the OPT in front of the group, enter a 1 (add), enter the userid and then
PF5 update. Back up several panels and do option 3 security rebuild.

I know this is pretty basic for some, but my admin skills for ICCF are VERY
limited. I’m trying to set up a new user in ICCF using PROG as a model. I
added the new user with the default values of PROG (IESEPROG as the initial
selection panel, etc.) and did the F5 (update). When I try to logon to the
new user I get the message “YOU ARE NOT AUTHORIZED TO USE THIS
APPLICATION.”.
Am I missing a step(s)?
