Dave,

 

There are a couple of possibilities.

 

If you re-release CICSDATA, does it startup?  If so, it suggests that the
system was too busy or had too little storage.

 

Issue a GETVIS FB to ensure that there is plenty of GETVIS for the BSM.

 

Take a look at system GETVIS as well.  I am not certain where BSM allocates
its control blocks.

 

If you are releasing a lot a jobs during system initialization, you may wish
to use some IESWAIT invocations to slow things down a little.
