I would look at where 'card in' is assigned (assuming outfile is not
card in).  For years I had programmers argue with me about not being
able to run IDCAMS in dynamics.  It all came down to default assignment
for sys004 and sys005 but couldn't get them to brake the habit. Someone
must have been burned big-time at a former employer.

error message:

SYS012 is assigned to a tape drive.  (runs fine in BG and F9, gives
error message when in dynamic).
