If the file is open in TCPIP you can tell by using the TCPIP command QUERY OPENFILES. If the file that is causing the problem shows up on the list, you can close it with the command CLOSE FILE,PUB=x.y.z where 'x.y.z" is the public file name displayed to you in the q openfiles command.
