That's pretty much it.  Although I couldn't understand what part EPIC (CSI) would play to I rechecked and it was a non-EPIC tape.

this is the command:
 o save,lst,c00,,*,crdays>7  

The response to the command:

let me rephrase what I got:

You are offloading a bunch of listings to an EPIC (CA-BIM?) controlled
tape. The bunch is identified by a single command. Some (or all) of the
listing get the "*" state and there is only the option of restarting
POWER to clear this.

I would identify if it is all - or some- or every except the last (and
so on) and get in touch with the supplier of EPIC. Handling of tapes for
POWER has been tricky (in my time). Only after this has been pursued I
would create a PMR.  

Getting in touch with IBM for improving POWER is an option. POWER could
create some identification of what is active and show that in some of
the display versions (i.e. FULL=YES). 

I recall a problem to identify the partition with a running job with
dynamics in 99 (lab work during a course with someone from
POWER-developement) and the next release had the partition, where the
job is active for jobs with DISP=*
