It is entirely possible that the file is currently flagged as open and no active application actually has it opened. We have had this occur on an occasion basis for several years and have not been successful in finding the culprit. We suspect that somehow an application closed the file and the use count in the VSAM Catalog did not get decremented and/or a lock file entry did not get reset.
