Martin,
I took a quick look at your product. It looks like it would be a useful tool.  We use RELATIVE SHARE for controlling the VSEs and have EXPLORE/VM & VSE for monitoring.  And the company direction is to move off the mainframe we won't be adding software.

You are aware that I can report (not for the billing department but for
managers= colorfull and complete data) all or every single machine -

as well as

limiting the load of an individual (or all together) machine based on
rolling average (or actual load). The limiting based on rolling average
would give you full blown capacity (for less than 4 hours) but not
exceed certain limits for the 4 hour rolling average.
