What if the rule is the exception that by chance has met an ideal framework?

Excursus:
The American democracy has fallen like a coke bomb on Iraq.
If the framework is good enough (dunno), much later archaeologists will
probably dig out the unique Democratic Codex of Iraq
Nobody would ever believe that its vorlage once has fallen from heaven.
